On September 17 to 20, the 2022 Annual Meeting of the International Textile Manufacturers Federation (ITMF) was successfully held in Davos, Switzerland. During this period, the Sustainable Textiles of the Asian Region Network won the first ITMF International Cooperation Award. The establishment of this award is to recognize and commend the international cooperation and good progress made by the textile industry in promoting the implementation of the 17 Sustainable Development Goals of the United Nations.
The Sustainable Textiles of the Asian Region Network (STAR Network) is the first industrial alliance network jointly established by textile and clothing manufacturers in the Asian region, which is committed to promoting the sustainable development of industries in the region through cooperation. In 2016, 9 member organizations from 6 major textile and clothing-producing countries in Asia, including China, Cambodia, Myanmar, Bangladesh, Vietnam, and Pakistan, jointly launched the STAR Network in Shanghai, committed to conducting dialogue and establishing mechanisms to exchange best practices and promote sustainable development of the Asian textile and clothing industry and supply chain. It is estimated that the manufacturers covered by the STAR network account for over 60% of global clothing exports.
In order to cope with the challenges of labor, human rights, fair competition, and environmental protection in investment, production, circulation, and consumption, the STAR network adopts a coordinated governance strategy and joint action to achieve sustainable development goals in the value chain by establishing necessary public-private cooperation mechanisms and regional coordination mechanisms. The main forms of work carried out by the STAR network include a series of meetings on the Sustainable Development of the Asian Textile and Clothing Industry Dialogue, discussing opportunities and challenges on the path of sustainable development, providing a platform to share regional experiences and learning from innovative measures to address sustainability issues in different producing countries. What’s more, Network members conducted collaborative research on the sustainable development of the textile industry in Southeast Asian countries from different perspectives; Network members jointly carried out capacity-building activities to enhance the social responsibility performance of industries in various countries.
At the same time, the STAR Network is committed to promoting responsible trade in the Asian textile and clothing industry, facilitating producers’ associations and manufacturers to reach a common position on fair trade conditions, thereby promoting the improvement of procurement practices and enhancing the voice of manufacturers in negotiations with brands and buyers. In the early stage of COVID-19, the STAR Network issued a joint statement in April 2020, calling on global brands, traders, and buyers to take responsible procurement practices in the crisis of COVID-19. The statement has provided a strong impetus to the international discussion on implementing responsible procurement practices during the pandemic.
In 2021, the STAR Network held a meeting and launched a new the Sustainable Trade Terms Initiative (STTI) initiative. STTI aims to improve procurement practices by communicating with brands and retailers to develop business compliance action plans. The main actions of STTI include:
  • Developing a plan for commercial compliance transparency.
  • Establishing a research mechanism to measure the brand reported by manufacturers and the procurement model of retailers.
  • Developing a 'supplier solution' that provides manufacturers with practical tools that can be used to help improve customer business compliance, such as supplier contract terms, training, and complaint mechanisms.
At present, 15 industrial organizations from 11 textile and clothing-producing countries worldwide have joined STTI and have received support from multiple international organizations, including the Organization for Economic Cooperation and Development (OECD), the International Labour Organization (ILO), the International Textile Manufacturers Federation (ITMF), the International Apparel Federation (IAF), and others.
Through consistent and dedicated efforts, the STAR network has consistently advocated and supported the Southeast Asian textile and clothing industry in implementing responsible corporate behavior and sustainable development in all aspects of the value chain. Simultaneously, the STAR network provides:
  • A platform for sharing information on sustainability standards.
  • Enhancing industry transparency.
  • Providing innovative measures to address sustainability issues.
Given that STAR Network has been actively promoting the sustainable development of the textile and clothing industry by promoting dialogue and cooperation among various stakeholders within and outside the Asian region since its establishment, the International Textile Manufacturers Federation has decided to award its first International Cooperation Award to STAR Network and various member associations.
The initiator association members of the STAR network include (listed in no particular order)::
  • Bangladesh Garment Manufacturers and Exporters Association (BGMEA)
  • Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA)
