To promote the high-end, intelligent, green, and integrated development of China's textile industry and achieve a new leap in high-quality development of the textile industry, China National Textile and Apparel Council launched the research and preparation of the Action Plan for Building a Modern Textile Industry System (2022-2035) in November 2022. It officially released it during the Second Council and Third Executive Council Meeting of the Fifth Textile Federation on August 27, 2023.

The Platform for Action is closely connected with the Platform for Building a Textile Power (2010-2020), the 13th Five Year Development Plan of the textile industry, and the 14th Five Year Development Plan of the textile industry. It is a strategic blueprint for high-quality development of the textile industry in the process of the Chinese path to modernization. It provides an effective development path for accelerating the promotion of environmental friendliness, social harmony, governance improvement, and building a responsibility-oriented green textile modernization industry.

The Platform for Action follows the three working principles of integrity, progressiveness, and safety in the process of construction, places green production and social responsibility practice and management as the focus of innovation at the core of industrial development, integrates the identification and control of factors affecting social, environmental and economic sustainability, coordinates economic growth, social development, and environmental protection, and promotes the joint  sustainable development of enterprises, industries, and the whole society.

The specific requirements for sustainable development are clearly stated in the development goals of the Action Plan. By 2035, a responsibility-oriented green and low-carbon circular system will be established. The level of clean production in enterprises and parks has reached international leadership, the energy structure has been further optimized, the utilization rate of water resources has been further improved, a waste textile recycling system has been established, and the awareness of recycling among producers and consumers has been enhanced; The green and low-carbon standard system and green development service platform are constantly improving; Implement the United Nations Sustainable Development Agenda and strive to achieve carbon peak before 2030. It is committed to building a modern textile industry system with integrity, progressiveness, and safety, driven by innovation, a fashion industry led by culture, and a green industry guided by responsibility.

Improving the level of sustainable development is a key task of the Action Plan, which clearly includes implementing green textile manufacturing and fulfilling social responsibility, which are among the seven key actions in the Action Plan. The Action Plan points out that accelerating the green transformation of development mode is the key to building a modern economic system and an inevitable choice for building a beautiful China. We need to take scientific and practical actions to address global climate change, achieve the dual carbon goals and tasks of the textile industry in stages, and comprehensively build a green manufacturing system for the textile industry; Accelerate the construction of a low-carbon and green circular system that runs through the entire textile industry chain, including green materials, green technologies, green products, green manufacturing, and green consumption; By focusing on the capital market and industry listed and planned listed companies, promoting environmental, social, and governance (ESG) information disclosure, performance evaluation, and ESG investment, continuously increasing the proportion of ESG investment in the industry, cultivating a group of enterprises with a full supply chain ESG management system and sustainable development influence, and promoting a series of capacity building and promotion measures such as the China Textile and Clothing Enterprise Social Responsibility Management System (CSC9000T) and industry environmental, social, and governance (ESG) system construction, comprehensively enhancing the industry's sustainable development capacity and social responsibility system construction, promoting enterprises to fulfill social responsibilities, and jointly building a sustainable and beautiful future for the textile industry.
