Compliance and Sustainable Development International Forum for New Industrialization

On November 5th, the first day of the opening of the 6th China International Import Expo, the "International Forum on the Rule of Law to Safeguard the High Quality and Sustainable Development of Manufacturing Industry" hosted by the Ministry of Industry and Information Technology was successfully held at the Shanghai International Convention and Exhibition Center.
 
The International Forum on the Rule of Law to Safeguard the High Quality and Sustainable Development of the Manufacturing Industry is jointly promoted by the Ministry of Industry and Information Technology, the Ministry of Justice, the Supreme People's Procuratorate, and the Supreme People's Court. Focusing on the theme of "Rule of Law to Safeguard the High Quality and Sustainable Development of Manufacturing Industry," the forum aims to establish and improve the legal and compliance standard system, enhance legal awareness and administrative level, establish a management system for enterprise compliance, and enhance management capabilities, to jointly explore how to fully leverage the fundamental, stable, and long-term guarantee role of the rule of law, in order to promote new industrialization better and accelerate the construction of a strong manufacturing and network country. Vice Minister Xin Guobin of the Ministry of Industry and Information Technology, Director Tian Xin of the Lawyers Work Bureau of the Ministry of Justice, Deputy Director Hu Chunjian of the Fourth Prosecutor's Office of the Supreme People's Procuratorate, and Vice President Guo Xiujiang of the Administrative Division of the Supreme People's Court attended the meeting and delivered speeches. Deputy Director Cui Shutian of the Political and Legal Department of the Ministry of Industry and Information Technology hosted the forum. Representatives from various provinces and cities’ industrial and information systems, relevant industry associations, key enterprises, and law firms attended the meeting.
 
The Baseline Research Report on Compliance Construction in China's Textile and Clothing Industry, an important achievement of the Ministry of Industry and Information Technology's guidance and support for industry compliance construction, was officially released at this conference and received great attention from all parties. The report takes understanding the construction of compliance systems in the textile and clothing industry as the starting point, comprehensively sorts out the construction of compliance systems for industry enterprises, compliance risk prevention measures, the effectiveness of enterprise compliance system construction, and the key points of attention in the field of enterprise-specific compliance. It summarizes the current situation, experience, difficulties, challenges, and future development needs of industry enterprise compliance construction and combines relevant legal provisions and case facts to provide sufficient reasoning and argumentation; many practical solutions and policy recommendations have been proposed.
 
Corporate compliance is a long-term and complex process that requires joint efforts from the enterprise, regulatory agencies, and various sectors of society. In order to ensure the healthy development of the textile and clothing industry and the sustainable operation of enterprises, industry associations will continue to play a leading role, accelerate the introduction of industry compliance system construction standards, clarify the guiding principles and compliance requirements for enterprise compliance system construction, and provide a basis and reference for the construction of the entire industry compliance system; Provide differentiated and customized compliance system construction training for enterprises in different segmented industries, help enterprises understand and comply with relevant laws and regulations, and enhance their ability to respond to compliance risks; Based on the characteristics of the enterprise, select and construct pilot enterprises in key areas such as anti commercial bribery, intellectual property protection, environmental compliance, and employment compliance, regularly summarize pilot work experience, and promote replication throughout the industry; Promote the integration of enterprise compliance into supply chain responsible management, establish a mechanism for compliance information exchange between the upstream and downstream of the entire textile and clothing industry chain, guide supply chain partners to strengthen compliance management, and jointly promote the compliance development of the entire industry chain.
